Karong adlawa, I had the privilege to meet with the passionate team behind Project RISE (Reading Initiatives with Stakeholders Engagement) of MSU-IIT College of Education. Ilang gipakita nga proposal truly aligns with our vision of giving every Iliganon child a brighter, stronger future.

One of the most exciting initiatives is the plan for a Fully Equipped Mobile Library Bus—usa ka traveling, learner-centered literacy hub nga muabot gyud mismo sa atong coastal ug low-income communities. This means books, storytelling corners, phonics kits, digital learning tools, and interactive reading materials i-deliver diretso sa mga eskwelahan ug barangay.

Pinaagi niini, we aim to:

✔️ Improve reading proficiency among Grades 1–3 learners

✔️ Expand direct access to quality books and learning materials

✔️ Support teachers with better and evidence-based reading instruction tools

✔️ Provide fun, hands-on learning kits and storybooks in English, Filipino, and mother tongue

✔️ Encourage a strong reading culture within our communities

As your Mayor, committed ko nga palig-onon ang early-grade literacy programs. Project RISE is a clear example of how collaboration between schools, teachers, and communities can change lives. With the support of the city, we can bring this Mobile Library to life and help thousands of young Iliganon learners discover the joy of reading.

Asenso Iliganon: A Promise That Reaches Every Life—Strengthened by Memory, Service, and Love for the People 💙

Asenso Iliganon is not just about the progress of the city.

It is about bringing real change into the lives of every Iliganon—especially those who live far from the city center.

Even before 2010, long before politics, titles, or positions, I was already going up to Sitio Limunsudan, Barangay Rogongon, the farthest community of Iligan City. There, I saw how hard life truly was. Schools were once made of nipa huts, government services were limited, and peace and order had not yet fully reached the area. But despite all these, the people never lost their strength and dignity.

Over the years, Sitio Limunsudan did not remain just a place I visited—it became family. I saw kids grow into teenagers, teenagers build their own families, and today, I see children reaching their dreams a little easier than before, because opportunities are now closer to them.

One of the hardest moments that deeply affected me was during Typhoon Sendong. Many of the casualties came from this sitio. Being far from the city, they were among the last to receive help. That painful reality left a lasting mark on me. From that moment on, I made a personal promise: they may not always be first, but they will never again be taken for granted. Siguraduhon nako nga ampingan ug atimanon gyud sila sa gobyerno.

Today, we see Asenso Iliganon in ways that truly matter to people’s daily lives:

Concrete classrooms have replaced nipa huts, giving children a safer place to learn

A more peaceful community, with the presence of police and military forces

Regular government services now reaching the sitio

And a transport service going down to the city, making access to education, health care, and opportunities easier and safer

This year, I chose to celebrate my birthday with the people of Sitio Limunsudan.

We brought free tuli, haircut and beautification services, medical check-ups with free medicines, ear piercing, and civil registrations for birth, marriage, and death. With the help of our SK Federation, we also distributed free slippers. To truly make it a celebration, especially for the children, we prepared party bags with treats and toys, hygiene kits, and school supplies. Makita gyud sa ilang mga ngisi ug kalipay nga dili lang serbisyo ang among gidala, kundili pagtagad, paglaum, ug kadasig. 🎈🎁

This is not just an outreach activity. This is Asenso Iliganon in action—progress that is felt in the classroom, in the home, in access to health care, and in the dignity of every family.

As long as I am given the opportunity to serve, this promise will continue. Because true progress is not measured by how far a city grows, but by how many lives are uplifted along the way.

143𝐑𝐃 𝐑𝐃𝐂-𝐗 𝐅𝐔𝐋𝐋 𝐂𝐎𝐔𝐍𝐂𝐈𝐋 𝐌𝐄𝐄𝐓𝐈𝐍𝐆: 𝐆𝐔𝐈𝐃𝐈𝐍𝐆 𝐍𝐎𝐑𝐓𝐇𝐄𝐑𝐍 𝐌𝐈𝐍𝐃𝐀𝐍𝐀𝐎 𝐓𝐎𝐖𝐀𝐑𝐃 𝐑𝐄𝐀𝐋, 𝐈𝐍𝐂𝐋𝐔𝐒𝐈𝐕𝐄 𝐏𝐑𝐎𝐆𝐑𝐄𝐒𝐒

I joined the 143𝐫𝐝 𝐑𝐃𝐂-𝐗 𝐅𝐮𝐥𝐥 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 today together with fellow leaders from across Northern Mindanao. The ceremonial turnover led by Gov. Henry Oaminal reminded all of us that while leadership roles may shift, our shared commitment remains the same: 𝒑𝒂𝒅𝒂𝒚𝒐𝒏 𝒂𝒏𝒈 𝒔𝒆𝒓𝒃𝒊𝒔𝒚𝒐, 𝒘𝒂𝒍𝒂𝒚 𝒎𝒂𝒃𝒚𝒂𝒂𝒏, and development must always be felt by the people.

As Chair of the Economic Development Committee, I presented several priority initiatives—but beyond the technical terms, these projects have very real benefits for ordinary families.

The 𝐂𝐥𝐚𝐯𝐞𝐫𝐢𝐚 𝐕𝐞𝐠𝐞𝐭𝐚𝐛𝐥𝐞 𝐆𝐫𝐞𝐞𝐧𝐡𝐨𝐮𝐬𝐞 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 means farmers will have better harvests, better prices, and more stable income. It also means fresher and more affordable vegetables on the tables of families. When agriculture becomes stronger, whole communities rise with it.

The establishment of 𝐁𝐚𝐦𝐛𝐨𝐨 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲 𝐂𝐨𝐫𝐫𝐢𝐝𝐨𝐫𝐬 will create sustainable, long-term livelihood opportunities—jobs that support both workers and small local enterprises. Meanwhile, the Integrated Coconut Processing Facilities will help coconut farmers move beyond raw copra and earn more through higher-value products. These are opportunities that give families a more secure future.

We also expressed support for the 35𝐭𝐡 𝐌𝐢𝐧𝐝𝐚𝐧𝐚𝐨 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞, which can attract investors and generate new jobs for our youth and professionals. When businesses grow, employment grows with them—simple but important for every household.

Throughout the meeting, even as we discussed regional budgets, guidelines, and development plans, we kept returning to one guiding principle: 𝒅𝒆𝒗𝒆𝒍𝒐𝒑𝒎𝒆𝒏𝒕 𝒎𝒖𝒔𝒕 𝒕𝒓𝒂𝒏𝒔𝒍𝒂𝒕𝒆 𝒊𝒏𝒕𝒐 𝒃𝒆𝒕𝒕𝒆𝒓 𝒍𝒊𝒗𝒆𝒔—𝒎𝒂𝒔 𝒂𝒄𝒄𝒆𝒔𝒔𝒊𝒃𝒍𝒆 𝒏𝒈𝒂 𝒔𝒆𝒓𝒃𝒊𝒔𝒚𝒐, 𝒎𝒂𝒔 𝒍𝒊𝒈-𝒐𝒏 𝒏𝒈𝒂 𝒑𝒂𝒏𝒈𝒊𝒏𝒂𝒃𝒖𝒉𝒊, 𝒖𝒈 𝒎𝒂𝒔 𝒌𝒍𝒂𝒓𝒐𝒏𝒈 𝒐𝒑𝒐𝒓𝒕𝒖𝒏𝒊𝒅𝒂𝒅 𝒑𝒂𝒓𝒂 𝒔𝒂 𝒕𝒂𝒏𝒂𝒏.

I wasn’t able to stay for the fellowship as I had to return to Iligan earlier than scheduled due to other pressing responsibilities. Though I missed the camaraderie, the work continues, and I’m grateful for everyone’s understanding.

At the end of the day, everything we pushed forward today aims to make daily life a little easier, a little more secure, and a little more hopeful for every Northern Mindanaoan.

As what RD Cariño said, “𝑨𝒏𝒈 𝒊𝒏𝒚𝒐𝒏𝒈 𝒂𝒎𝒃𝒊𝒔𝒚𝒐𝒏 𝒂𝒏𝒈 𝒂𝒎𝒐𝒏𝒈 𝒎𝒊𝒔𝒚𝒐𝒏 𝒔𝒂 𝑹𝑫𝑪.”

Unplanned, simple ra unta ang tumong, pero dakong mensahe ang akong nakita: nga kung serbisyo ug tinuod nga pag-alagad ang atong basehan, dili na importante ang kolor sa politika.

Kini gyud ang klase sa mga lider nga makapa-bilib nako — nga taliwala sa milabay nga eleksyon, ang ilang barangay council misalig, mitawag, ug nangayo og tabang para sa ilang komunidad. Ilang gipadayag ang ilang mga panginahanglanon: mga dalan, drainage, facilities para sa katawhan, ug mga proyekto nga gusto nila matukod para sa mas hapsay ug mas luwas nga barangay.

Para nako, mao ni ang klase sa governance nga dapat atong ipakita. Kay kung ang problema sa barangay muabot sa City Hall, ang pundo ug serbisyo sa syudad muabot pud sa barangay.

Usa pa — para sa ilang convenience ug mas komportable nga meeting, ako nalang gyud ang niadto sa ilaha. Mas maayo nga ako ang muadto sa tawo, kaysa sila pa ang mubiyahe paingon sa City Hall.

Walay VIP treatment, walay special agenda. Paminaw lang. Tinuod nga paminaw ug paghatag og klaro, praktikal, ug makab-ot nga solusyon.

Dungan nga gipasiga ang mga Christmas lights sa City Public Plaza, Tubod Bridge, Arko sa St. Michael's Cathedral, ug sa Candy Wonderland sa City Hall Complex.

Sumala ni Darwin Manubag, ang City Administrator, ang renovation sa City Hall nagpasabot nga ang siyudad giayo ug gidumala og maayo.

Ang maong pasilidad nagtinguha sa pagpalig-on sa serbisyong panglawas ug paghatag og mas accessible nga mga serbisyong may kalabotan sa HIV prevention, testing, ug treatment alang sa mga Iliganon.

Gipasiugdahan ang programa sa mga opisyal sa City Health Office uban sa suporta sa Iligan City AIDS Council (ICAC) ug lokal nga kagamhanan.

Ang bag-ong pasilidad naglakip og HIV counseling, confidential testing, treatment initiation, antiretroviral (ARV) refill, ug health education sessions.

Pinaagi sa Project SAFE, ang mga survivors nga na-reintegrate sa komunidad, makadawat og educational assistance: PHP 3,000 kada quarter alang sa elementarya, PHP 5,000 kada quarter alang sa high school, ug PHP 8,000 kada quarter alang sa college/vocational/technical nga mga estudyante.

Alang sa 2025, ang mga pilot areas naglakip sa 23 ka estudyante sa Angeles City, 26 sa Cebu City, ug 26 sa Iligan City.

13 ka tuig na ang nilabay sukad sa trahedya sa Bagyong Sendong. Dugay, lisod, ug puno sa paghulat — pero sa atong administrasyon, atong gipaningkamotan nga mahinay-hinayan og hatag ang LIBRE, LIG-ON, ug ANGAY nga balay sa mga victim-survivors.
